Terms and Conditions

General Terms

To apply for the rebate program, residents must complete an online application form via Rebately and read through the terms and conditions of this program. By submitting an application for a rebate, you agree to be bound by these terms and conditions. If your application does not comply with these terms and conditions, it will not be valid and will not be accepted or assessed.

  1. The applicant must be the occupant of the property requesting the rebate and provide proof of residence. 
  2. The applicant must provide a proof of residence of Frankston, e.g. a rates notice or utility bill that is a maximum of 3 months old.
  3. Council will accept one application for each rebate per household. 
  4. The cloth nappy rebate also includes pre-owned nappies if adequate proof of purchase is provided.
  5. The reusable sanitary products rebate includes sanitary pads, sanitary cups, leak-proof underwear and wet bags.
  6. The rebate does not include transport costs, nappy hire, wipes containers, decorative (i.e. not leak-proof) nappy covers, postage/delivery or single-use items. 
  7. The applicant must provide a copy of the receipt or proof of purchase. It must include the applicant's first and last name, company name, date, and clear identification of name and cost of each item purchased. OR a scan or clear photo of a receipt from a physical store. 
  8. Receipt or proof of purchase must be no older than 6 months.
  9. The copy of the invoice or proof of purchase must be whole, not a partial copy.
  10. Applications are to be submitted online through the Rebately website. If an applicant does not have computer or mobile phone access, applications can be completed with customer service staff at one of Council's service centres.  Please note copies of proof of purchase and residence will still need to be provided.
  11. Frankston City Council holds no responsibility for following up missing information supplied by the applicant. 
  12. Frankston City Council holds the right to reject any application
  13. The timeframe for this offer depends on funds available, the rebate program may be paused at any time if budget allocations have been exhausted.
  14. Council does not warrant any reusable sanitary product purchased through this rebate scheme and participants must make their own determination on such products including whether they are suitable for your purposes.  Council accepts no liability in relation to your participation in this rebate scheme.
